EPF & ETF Employer Registration Guide 2026 – Sri Lanka

EPF & ETF Employer Registration Guide 2026 – Sri Lanka

In Sri Lanka, regardless of the nature or category of a business, any employer who employs even one employee is legally required to register with the Employees’ Provident Fund (EPF) and make monthly contributions. This requirement is enforced under labour law, and non-compliance may lead to penalties, surcharges, and legal action. Many employers find this process complex and time-consuming. Formix, the best payroll management company in Sri Lanka, simplifies the entire EPF and ETF registration and compliance process for employers, allowing businesses to focus on growth while remaining fully compliant.

Employer Registration with EPF

Within 14 days of recruiting the first employee, the employer must complete Form D in duplicate.

The form must be properly certified and sent via registered post to the nearest Labour Department Office or directly to the Commissioner of Labour. Upon successful registration, the employer will be issued an EPF Employer Registration Number. This number begins with two English letters that represent the administrative district, followed by a unique numerical sequence. This registration number must be used for all EPF-related correspondence, payments, and future inquiries.

Formix assists employers by preparing, validating, and submitting Form D accurately, ensuring that registrations are completed without delays or rejections.

Employer Registration Certificate – Department of Labour

After registering with EPF, the employer must obtain an Employer Registration Certificate from the Department of Labour (LD). As an established administrative practice, the Labour Department forwards the details of newly registered employers to the EPF Department of the Central Bank of Sri Lanka (CBSL) so that employer records are updated in the EPF database. Before making EPF contributions for employees, every employer must ensure that their employer profile is properly reflected and activated in the EPF system maintained by CBSL.

Formix verifies employer registration status with both the Labour Department and the EPF Department, ensuring that contributions can be made without compliance risks.

Amendment of Employer Details

If there is a change to the employer name, permanent address, or business closure, the employer must submit a written request through the Labour Department to the EPF Department to update or inactivate the employer record. However, if only the postal address requires amendment, the employer may directly submit a written request to the EPF Department without routing it through the Labour Department.

Formix manages all employer detail amendments, including official letters, documentation, and follow-ups with authorities.

Exemptions from EPF Contributions

Certain entities are legally exempted from making EPF contributions. These include social service organizations that provide technical training for minor offenders, destitute persons, and individuals who are deaf or blind. Charity organizations employing less than ten employees are also exempted. At present, household domestic employees are not required to contribute to EPF. Employers should carefully assess eligibility before claiming exemptions.

Formix evaluates exemption eligibility and provides compliant guidance, ensuring employers do not face future disputes or penalties.

Registration of Employees with EPF

Every newly recruited employee must be registered with the Labour Department within 14 days of recruitment. Employers are required to issue and submit Forms A, B, and H, ensuring that all personal details, particularly the National Identity Card (NIC) information, are accurate. EPF member numbers must be assigned in numerical order without duplication. Once approved, the employer must obtain the signed B Card from the Commissioner of Labour and provide it to the employee.

Employers must also cooperate with employees when amendments to personal details are required, notify the EPF Department when an employee resigns, retires, or leaves employment, and guide employees on obtaining duplicate B Cards if the original is misplaced.

Formix provides complete EPF employee onboarding and lifecycle management, fully integrated with payroll processing.

Absorbing a Private Provident Fund into EPF

If an organization previously maintained a private provident fund and now intends to transition to EPF, Form N must be completed and submitted to the EPF Department. This process ensures that existing employee balances are properly transferred and recognized under EPF.

Formix handles private provident fund migrations carefully, ensuring employee benefits are protected and documentation is compliant.

Employee Resignation and EPF Notifications

Upon resignation of an employee, the employer is legally required to notify the Labour Department. This must be done by submitting Form E, which is completed jointly by the employer and employee, and Form F, which is completed solely by the employer. Once these forms are received and processed, the employer is officially relieved from making EPF contributions for that employee.

Formix ensures timely resignation reporting, preventing overpayments and compliance errors.

Regular Updating of Employee Information

Employers are required to submit employee information to the EPF Department on a regular basis to keep the EPF database accurate and up to date. This includes changes in personal details, employment status, and NIC information.

With Formix payroll management, EPF data remains continuously updated and audit-ready.

EPF Re-Registration Using NIC (RR Project – CBSL)

The EPF Department of the Central Bank of Sri Lanka has introduced a mandatory re-registration process for all EPF members using NIC-based verification. This initiative aims to improve operational efficiency and service delivery for both employers and employees. Employers must complete the RR Form for newly recruited employees and for existing employees who have not yet been re-registered under this initiative. Accurate and current NIC details must be submitted.
